Harry Truman and Bill Clinton failed to pass healthcare despite being popular presidents with majorities in Congress. Obama managed to squeak through Obamacare but it cost him HUGE political capital and Democrats got demolished in almost every election afterwards. Now, if you think about how our political system is more divided now than ever, and the Republican Party itself is just full of a bunch of RINOs, it makes sense that they're completely shit at repealing and replacing Obamacare.

He mentions how the majority of Republican Senators (and the Senate at large) already voted in favor of Obamacare repeals under Obama's presidency, but Obama vetoed them.
