Usually the exterior is thrown up quickly but the interior is designed for much longer. The Trump Tower, for example, looks like a generic glass-metal box. The inside is beautiful though.

most of that nice architecture was built during monarchies. people who built them were serfs. you can't get people to work for slave wage anymore to build whatever you want. Also, no one who buys/builds buildings to rent is going to pay 5X just so it can be really aesthetic.
