In the end, the game must inevitably come down to American intelligence community trying to flip the House and Senate Republicans against Trump to get an impeachment, or waiting until 2020 and praying Trump doesn't get re-elected, since there is no sense in them trying to prosecute anyone in the administration while Trump still has the power of the pardon, as he would definitely not hesitate to use it.
