We give it to non-citizens under two conditions - 1) they must get our permanent residency permission and 2) they have to work, so it's mostly targeted at Ukrainians and Belarusians who started migrating here recently. In my opinion it is a huge mistake in the case of Ukrainians. On the other hand, I have nothing against Belarusians, Moldovians etc.

I think that a part of the problem is that France is one of the richest countries and many people have too much to lose currently, but I doubt if your people will be still passive after several additional years of the state of emergency or after several new attacks.
