IT's not as if they're not making use of resources, Nigeria has more population than japan or the UK with several very large city centers.

Even still they have a lot more problems than the rest of the world face, interference, strong anti-tech groups/cultures, desertification of large farm lands, decade long droughts, and diseases.

The continent is also incredibly diverse, there is more genetic diversity in africa than outside of it. So tribalism and racism is rampant as well.

It's because the factors that lead to intelligence being a trait that promotes reproductive success did not exist in Africa. Athleticism/aggression was the trait that had the greatest impact on reproductive success.
However, this has changed since colonialism. If left to their own devices, retarded Africans having 10 kids would die off en masse and those whom were smart enough to obtain wealth, through whichever means would constitute a larger proportion of the birthing population.
