Fascism tends is a more nationalist movement aiming for a return to tradition in modernity, whereas white nationalism claims fraternity with all whites.
I know less about WN but they tend not to give so much primacy to any one particular race/nation of whites.
So long as they're white, they're welcome, though they take many cultural and political motifs from NSDAP.

Mussolini was the pioneer of fascism and spoke of Italian as being more a national identity.
It was a call to return to the values of the Roman Empire, a second Renaissance perhaps.
He spoke of turning the Mediterranean into an Italian lake once again.
In theory, as long as they identified as Italian and spoke Italian and fought for Italy, an Abyssinian could be an accepted as Italian under Fascism.
In practice, Italians were super racist and this would not have happened en masse.

NSDAP was a more racial halfway between the two. Hitler mainly wanted to unify all people of Germanic race under Grosse Deutcheland and add some virgin farmland from the East.
He doesn't seem to have had many designs past that.
He saw Scandinavians and British as natural allies with shared Aryan heritage, but not much else.
In practice, NSDAP also doesn't seem to have been as ethno-supremacist as is today claimed, given all the slavs, browns and Jews that worked for various NSDAP organisations, including army and SS.
