Russian here. Lived in Russia until 18 years old.
People good with computers are a minority like any other country.
But the people good with computers are good with them because computers were literally the only piece of affordable of personal entertainment you can get. Literally where all the autism gets concentrated.
Now I live in Japan. Japs don't have a computer culture because they have way too many other options. Only recently programming has become popular in the mainstream because smartphones.
Russia is so boring that even my dad, who is an old doctor, knows how to do x86 Assembly.
In Russia, if you want to have fun it's either computers if you're a autist, climbing buildings if you're a chad, or krokodil if lost hope.
