Didn't say it grows it back, said the body will try to mitigate it as best it can. In the case of the loss of a limb, for example, that means flesh and muscle tissue growing over the bone (this will happen naturally if the loss of the limb doesn't kill you, however medical aid can significantly improve the process).

The reason dilation is necessary, for life, after SRS is because the body interprets the mutilation as an open wound in need of healing, and that biological trigger can never be turned off and the body will keep trying to mitigate the damage and close the wound months, years, decades later.

As I've said, the procedure is far from perfect yet, but the positive effects outweigh the minor inconvenience of having to dilate by far, and there are studies to back it up.
