They did seem to go out of the way to say that some racist slurs were shouted.

brit laws are set up so that pretty much anything can be viewed as a weapon by the police unless you have good reason to have it on your person. no need for a dedicated law for it because carrying acid around is already suspicious enough for the police to arrest and investigate.
