Not the case actually. Until Cromwell Ireland was at least as advanced as anywhere in Britain. This was due to monastic influence and strong connections to continental Europe. The Irish unwillingness to convert to Protestantism made them allies by default, of enemies of Britain. Ireland was considered a backdoor for potential invasions of Britain. That threat had to be dealt with. The propaganda we used to muster Brits into going there initially was so effective it endured for centuries after. Shame really.
