Must not enter Libyan waters.
Must not turn off transponders, hiding their location.
Must not communicate with migrant traffickers on the shore via telephone or light signals.
Must not pick up migrants and transfer them to a mother ship.
Must not attempt to obstruct the Libyan coast guard carrying out its operations.
Must allow Italian police on board the ships.
Must declare sources of financing for operations.
Must have a certificate of ship suitability.
Must create a maritime incident report and have it ready before landing.
Must submit all evidence of illegal acts to the Italian police.
