An example is banks would put a lot of bad debt into a portfolio and rather than directly sell the bad debt, they'd sell the portfolio and claim it was a good buy. They were literally just selling bad debt but claiming it was good debt.

Which should never happen because I'm pretty sure the rules on issuing mortgages are supposed to require the home value to be able to cover the principal value.
