fukushima wrote all the dialogue for the character you are speaking of. In his three most popular and famous titles.

"Snake" as a name is ripped from Escape From new York, but it is just as accurate to say he was based off Michael biehn from terminator (cover art) or Mel Gibson (portrait in MGS2).

These characters had no voices and were made with quick stand-ins for imagery he liked. Fukushima was his partner and created the characters. he gave them life and personality. There is no disputing this. Kojima designed the levels, gameplay systems, and cinematics, he was not haggling over every fucking word in a script. That was Fukushima. Solid Snake is, effectively, not even Kojima;s character, because his colleagues made something more out of him than just a sprite rip of Mel Gibson. This is something Kojima was incapable of doing.
