Right, now and as far as I know, the democratic system assumes its legitimacy and population interest in politics at all times and in all cases, but that means that if 99,9999% of the population didn't vote and just one person did, the vote of that person would count and the rest of the process would continue normally which is clearly a defect, but then, what?

If Abstention reaches such levels does this mean that the elections have to be repeated? That the parties need to present other candidates? Or that the whole system needs a rewriting?
