I hate this meme. SpaceX gets money from contracts, ie. the contractor pays them to render a service, whether that be NASA or a commercial satellite operator. The development of Falcon 9 was also bound by contracts, they could only get more money by completing milestones and reviews to show that their shit actually works. Also if you read the article, it shows that NASA would have spend somewhere between 4 and 10 times as much had they developed a similar rocket themselves, with the higher figure still being a quarter more than they are now planning on spending to make SpaceX develop a human-rated ISS resupply capsule under the same milestone-based system (and by the way, Boeing is getting more money). Tesla got a $500M loan from the government, which they paid back early and with $12M interest. As my pic shows, Ford got much more from that program, not to mention that since the money gets paid back, the government doesn't actually lose money in absolute terms (except for Fisker, which went bankrupt and couldn't repay the whole loan). Otherwise, Tesla uses ZEV credits, which are also available to all automakers so that isn't really a Tesla-specific issue. And I'm pretty sure that tax breaks for building factories (and the accompanying infrastructure as well as creating jobs) is also a fairly common thing.

It was struck to allow NASA to seed money for new commercial services to LEO and paid big dividends because SpaceX provide (I think) the cheapest kg/$ to LEO for NASA flights.

I'm quoting numbers I'm not sure of but:

NASA seeded them ~$400 Million to develop the Falcon 9.

Further to this NASA then paid another ~$1.6 Billion for 12 Falcon 9 launches.

So for ~$2 Billion NASA essentially helped build and then operate a rocket for 12 flights of a new rocket.

This frees up NASA to push on with cool shit like SLS rockets while filling American obligation to the ISS program.

SpaceX takes the $400 million and their own money to develop Falcon 9. A new rocket for a new era of space travel.

For money invested NASA got a great deal and it's probably the most successful Public-Private partnership in their history.

SpaceX now want to repeat the feat so to accomplish the entire goal of SpaceX and a key goal of NASA. Which is exploring/colonising Mars.

SpaceX saves time and money and NASA can get first dibs on astronauts and experiments on Mars.

Gotta go interplanetary before we go interstellar.
