China has a separate Army Rocket Force branch. It deals primarily with ballistic missile arsenals. What exactly does Congress envision the purpose of the Space Corps to be? Space Branch is a bad idea because USG is now so sclerotic and incompetent that the only things in existing institutions that work do so via inertia from pre-bloat days. A Space Branch won't have any pre-poz institutional history to run off of, instead being created and operated basically ex nihilo by a bunch of clueless bureaucrats.

This is also why the DoD's cyber operations are so terrible.
