People NEED something to believe in. When there's a void, sometimes something nasty rushes in to fill it. Usually it's the State. The Reign of Terror, Nazism, Stalinism, PolPot, Maoism—these all gave the moral green light to exterminate segments of the population.
Religions like Christianity, Buddhism and Taoism provide frameworks on a smoother, kinder and socially-aware culture. You may say that, as a atheist, Christianity didn't make you a non-criminal but certainly a Christian society with it various influences gave you moral boundaries.
China got rid of their moral/religious/cultural framework in the Cultural Revolution, and the result is a generation of selfish, self-serving bureaucrats that cling to power, privilege and graft. They have no social conscience, only self-interest; which in atheistic society makes logical nihilistic sense.
