Well the motives and circumstances for generational theft are there. Economically progressive programs were on the upswing because of renewed intellectual support for spending and taking on debt. I suppose one could say that boomers began to benefit from very high-time preference policies, opposed to the very low-time preference nature of most classical economic thought.
We're human beings, we want things as quickly as possible, resources permitting. The state is one way that people can guarantee access to those things and its difficult to make the case to people that they should have to bear economic downturns in in a manner like classical econ posited, or refrain from constructing a new edifice of the state that would directly benefit them.
