There shouldn't really be any reason for ((net neutrality)) since everyone is paying for a specific amount of data, at a specified down/up speed. What will happen if net neutrality is allowed to pass is that anyone trying to host their own content will have a massive disadvantage compared to well established companies who already out compete you. The point of the 2015 rule change is that ISPs were moved under Title II which gives people the right to bring to Title II suits against them. It doesn't set a blanket rules or precedents for how ALL ISPs should act.

Some FCC regulators will want to uphold prior rulings, some will not. Just look at the 180 they did on net neutrality after a change at chairmen.

My guess is most will rule in favor of the ISPs because the regulators are the ISPs' pockets

I know exactly what this is.but do you? Net neutrality forces ISPs to keep constant speeds for all websites/users regardless of bandwidth usage. This raises prices for users overall and cuts competition and innovation in the business. Under the current law enforced by the government Obamas title 2 act ISPs are forced to provide now streaming giants like netflix normalized speeds which carry on as additional costs to ISP customer overall.

The only fgts who support net neutrality are the internet companies unwilling to pay for their bandwidth and users who leech off the system such as using wifi hotspots. Without NN the standard price of internet will go down as ISPs will no longer be forced under law to provide to them. Internet corporations need to pay up for their expansion or die not leech. If the number of ISPs are limited by government(or space for communication lines) then they must also be limited in power. Giving the ISPs power to control the internet is an unaccountable monopoly, no matter how you look at it you're stuck with a monopoly unless ISPs can be created freely. So don't advocate against net neutrality unless the first requirement is met- healthy ISP competition. As long as ISPs are limited in number, they must also be limited in power.

I'm not sure how the neo-con republicans slipped this bullshit through everyone's radar, maybe through deception and withholding information? They can't create a monopoly on internet connectivity then claim they're freeing up the market by giving those handful of ISPs power over that same internet. The US taxpayer created the internet with military funding, corporations have no claim on it.
