Clearly prison doesn't work, Neither does tacking on a drug possession charge onto some 18 year old either. Dealers and purveyors should be punished, the users are already punished enough with their addiction in my opinion. That's not to say drug abuse is something to be glorified, but not a life altering criminal record either.
