I wouldn't say that, from a logical standpoint it was probably necessary to build high residential blocks to support the growing population. After world war 2, Russians really did a number on the city but if you've ever been there a lot and I mean A LOT of old architecture still remains. Hell lots of people live in old buildings there. Those commie blocks tend to be on the outer fringes.
