You need to incentivise them to get the fuck out of places like the Cayman islands before you can even think about properly taxing them.

A small tax cut simply wouldn't do it. You would need to be a big, populous country like america and you would need to set the tax rates at very low levels.

This will never happen because fixing the problem is psychologically impossible in a democracy.

Instead of a few million people dying, you will see tens of millions die. All because the cunts in power refuse to piss people off.

Fact is most jobs currently running efficiently don't need more staff, because there is little demand, because people have less disposable income, because western politicians are physically incapable of clamping down on the uber rich / closing tax loopholes.

so you got options - tax money when it leaves the country, tax money for certain investments (alcohol, drugs, pornography)
it would be however better if you did give the rich tax cuts for investing in the things that do benefit the country which would indeed make sense, just not without limitations to what is beneficial and restricting the use of that money to that specific country
