Two reasons, first because people are fickle and what is perceived as a positive trait and that which is considered negative change and even swap over the years and from culture to culture, sometimes with mote superfical teaits even within a single generation. Secondly because as a species our understanding of genetics and gene expression is still shockingly limited and it's not only possible but likely that in attempting to reenforce what is at that time considered a beneficial trait we inadvertently also breed a negative traits like a predisposition towards certain types of cancers, mental illness, genetic defects, or other afflictions who's genetic markers haven't been mapped and therfore can't be sufficiently screened for. By the time out understanding of our own genetics progresses to the point this concern can be alleviated eugenics will have been made redundant by embryonic gene editing and even then the first point is still relevant as to whether it's wise to do so.

This is already a naturally occurring phenomenon. Google "Flynn Effect". Generally as time has passed successive generations (at least in the US) have increased in tested IQ. We just normalize IQ scores so that the average is 100. Someone with a 90 IQ today is probably significantly more intelligent than someone with a 100 IQ from 1950.
