Moreover for white collar jobs income ties directly to hours worked, many top billing lawyers put in 80 hours a week.

The risk side of the equation should be obvious, it's a risk to invest or to start a business. If you are rich you invest. If you are rich you are likely involved in emerging businesses.

I suppose you could be trying to tax inheritance, but we already take half of that. The wealthy providing for their children is also one of the most healthy and reliable market forces, it drives a ton of low income jobs as well like teachers tutors and coaches. As a broke college student I greatly appreciated SAT tutoring money from the wealthy.
