Napoleon praised Fredrick as the best every and studied his every move.

Napoleon himself believed that if Fredrick were alive, Napoleon would not be.

That being said, I would still give napoleon the edge , if only because he had the added benifit of having studied Fredrick and implementing many of his tactics along with his own.
