My guess: it's just a tactic. They don't want to attack too frequently or else people/governments will be on alert 24/7, that will foil planned attacks. Maybe it's best to cool off, wait until they get complacent again, do an attack, sit back and watch the following comedy show:

Aren't there media blackouts? Don't you remember attacks getting so bad in France and Germany - then suddenly they stopped reporting to stop "fanning the flames". I bet there's some everyday. And are probably monitoring Twitter and Facebook to delete any mentions unless mandated by the government to broadcast about it.
