GDP tracks only 'legal' money. russia has a huge black market for goods and services that doesnt go inot the statistics

They still have enough money to project power in regions that are important for them. Their spec ops are pretty efficient. US has a whole closet full of tools to perform a surgery - Russia only has 2-3 scalpels but know how to use them.
In general, Russia geopolitical actions are more lean and focussed than their american counterpart.

The US is so geopolitically and militarily influential that people take it for granted, it's infinitely moreso than Russia and there's probably a shit ton of stuff about it that we don't even know about.
Also the US primarily spends space travel stuff on private companies at this point which will likely become more efficient than any government in the future. The actual space travel portion of the space budget is very small.
