Melanin and skin pigmentation depends a lot on climate. Also the reason so many southern arabs are dark is cause they may have partially bred with african or indian slaves in their ancestry, whereas northern arabs may have had some greeks in their ancestry somewhere.

i'd say bedounism is holding it back, or at least the very wahhabist interpretation of islam. when the region was a "caliphate" in the middle ages, it was actually very progressive and open minded. Modern day bedouin shits produce nothing but hate any modernity. Bedouins are like the Abos of the Arab world. Regions like Iraq and Syria were developing civilisation for millenia while the bedouin were shitting in the sand and having tribal slaughters over sheep.

Islam was supposed to modernise the Bedou when it was created, but instead Islam got bedouinised and today you have this bedouin culture on steroids wrecking the entire region.
