The most important position to occupy is SCHOOL BOARD. You need to uncuck the next generations by fixing the curriculum. It's the single most crucial position.

City Council is good for maintaining peace and order and stopping government pushed race mixing. Mayor is less important depending on how the local government is organized. I would ignore state legislature unless you infiltrate either the democrats or republicans, whichever has the stronger hold on the region. A lot of municipalities and school systems waste a lot of money. Cutting wasted funds or redirecting them would surely win votes. For example, my local school disctrict spends indiscriminately on poorly-implemented technology. I'm sure the teachers would support redirecting those funds to their paychecks.
Supporting the police is probably a good one. Would alienate the far left/blacks, but they probably weren't going to vote for you (if at all) anyway. Brings out the silent majority.

The implementations would obviously vary by area, so a successful candidate must be knowledgeable about local issues and how they play into the larger game.
