It's only in recent history that it has become possible from a technological standpoint, to enforce rule over distant lands. Even then, the vast differences in cultural norms makes this extremely difficult over time, as the territories drift away unless practically forced to stay (USSR or Roman Empire). Doing this puts an enormous strain on nations and has always resulted in eventual collapse (USSR & Roman Empire) or resignation (UK).

USA is (was) different, because it was colonized by white Europeans who shared very similar cultures. In its own way, it was a proto-EU. Unfortunately, thanks to some suicidal immigration policies, we're now seeing cultural drifts across USA, which from a historical perspective has only ever resulted in aforementioned collapse or resignation. Some could argue that Trumps policy is the classic signs of resignation from the world scene.
