China needs to be the one who deals with this problem. It's far too politically uncomfortable for any western country and South Koreans don't want any part in a war with North Korea.

Pyongyang wouldn't stand a chance against the PLAAF and the city would need to be flattened first in order to demoralize the fanatics inside the country who might replace the current leadership. China could place hundreds of thousands of soldiers on the border to deal with refugees, then invade the east and west of NK in order to secure the DMZ.

I think it would be best if China annexed the land and integrated the North Koreans as best they could. I doubt South Korea would mind having China at it's border considering they're already close business partners and depend on each for a positive financial relationship. Plus, the South Korean population seem apathetic towards the North. NK could be nuked into non existence and all you'd hear is a collective shoulder shrug from Seoul.
