Without looking up a formal definition, terrorism is generally understood to be an attack on the non-military civilian population of a country in order to psychologically disrupt the citizen's quality of life enough to pressure the governing body into yielding to the attacking group's demands.
Of course we know that this is because sand niggers are completely abhorrent when it comes to modern warfare and the only way they get a single casualty is a surprise attack against an unsuspecting and unarmed population.
Contrast this to when civilized nations have a war, often over territory or resources. One side will try to defeat a large amount of the other's military resources to force them into a surrender. The white man understands that when all of his troops, tanks, and planes are destroyed, it is time to surrender rather than sending in farmers with pitchforks and makeshift weapons just to be slaughtered by opposing forces with actual firearms. Both sides also understand that attacking civilian centers is extremely taboo - it leads to bad publicity worldwide for the one who does so, it demoralizes the citizenry of the side that does it, and it creates fervor and inspires resistance in the side that receives it.
