Fascism with a hard dictatorial phase that is Friendly to the US (to prevent US invasions under the "Muh Ebil Dictator"). Use the dictatorial phase to solve our corruption problem, cut everything useless and create new institutions. Culture and Nationalism will be promoted and we would slowly and silently increase our manufacturing power to, one day, be self-suficcient (or as close as we can get). After that Federalism can kick in and each state (under Federal supervision and coordination) can act like individual countries; specializing their production of goods, importing and exporting among each other creating a Mexico that can produce anything it needs. Agriculture and Manufacture would be promoted and industrialized to ensure high productivity, summed with the promotion of local farms and companies to create even more jobs and prevent bigger companies from asphyxiating smaller ones

Nationalize the Bank and resources ASAP, Advance in the fields needed to recollect those resources and eliminate foreign economic intervention. Strengthen a """"Defensive"""" Military, paying special attention in Special forces and anti-airborne defenses.

Rural schools. Have every school implement folk activities and better history teachers. Promote ecology among the people, have them investigate about Mexican products and consume them

All schools in general should teach trades. Poorer areas should first concentrate in producing food an quality and quantity before modernizing. Towns that are close of making the transition from rural to urban should be taught other trades, but rural town should also pe brotected and not all turned into Urban clusterfucks
