You have to see this in relation to their culture and their backwardness before he took power.
The majority of Libyan population was nomadic and lived in tents before he took over, even his parents.
You can't expect people to go from this to liberty and self responsibility over night.

Only if their culture has irrevocably turned away from backwardness and people stop acting like savages on their own volition you can try liberty.
