It's much cheaper to launch satellites from poorer countries, especially those near the equator. It makes setting satellites in geosynchronous orbit much easier.
Fun fact: satellite launches are much more expensive in the US than anywhere else. Not only are most launch sites under the control of NASA or the USAF, these entities take precedence on launch ranges. It's wholly inconvenient to private companies looking to launch their satellites, it's why a company like SpaceX is such a hot business for US based comms companies.
But 'anyone' can 'do' it. We're talking a service that costs millions, is highly complicated and not guaranteed to get your expensive equipment to space.

So even a proven model like SpaceX has to compete with equatorial third-world nations for contracts. Plus things like pic related, my favorite, SeaLaunch.
An oil rig converted into a launch platform. Gives off a real metal gear vibe. Too bad too many things blew up on it.
