Unfortunately, flightless birds (like the population of the Gaza Strip) don't take kindly to being shot at, and decided to sperg out and run away in every direction, no longer being grouped up for easy shots. So, after deciding it wasn't worth the effort, the government told the shitcunt from the artillery to fuck off, and they'd just pay anyone some money for each emu killed in the area.

In essence, shitcunts decided that strapping a WW1 machine gun to a 1920s car and driving around the bumpy as fuck outback was a good idea, and when they found out it wasnt, they just paid some people some money to handle it themselves (much like your country, Schlomo).
