In practice, civic nationalism would turn into racial nationalism with giving space to a few others, which is only fair. I mean, imagine being some African somehow born with a decent intellect and be surrounded every day by savages, you'd want to leave too.
But, we both know that such people hardly exist.
All immigration will soon be centred around qualified personel, add to that the assimilation demands, and you won't see more than a fistful of nonwhites.
