No it doesn't. The whole meme phenomenon is the death of the author personified, the only thing that is relevant is the intention of the person using it. I'm sure the people investigating HanAssolio have reposted some le funny cat pictures made by some pretty horrible people on their Facebook, but they'd never dream of applying the same standards to themselves

No it doesn't. He's not a public figure, his views on race are not newsworthy. There was nothing at all remotely reflecting his purported racial views in the gif that Trump posted, therefore it's completely irrelevant
