Basically colleges compete for expansion to become bigger and they get the funding from the state to do this + the money they get from student tuition. In reality a lot of the current crop of college students shouldn't be going to college at all, women's studies majors, black studies majors, etc, are people who should be working as baristas, waiters, receptionists, and so on. We've always had people who were too dumb/lazy for management or higher education, but in the past they'd be pushed towards careers more their speed. This class of people, the Bernie Bunch if you will, "belong" in lower middle class jobs like administration, sales or some of the easier trades. Today we send them to college for four years of women's lit or whatever and then four years later we stick them in a Starbucks where they make $10 an hour and have $50,000 in debt. It's basic supply and demand. Typically, prices rise and fall until there is an equilibrium met between the number of people willing to purchase the product, and an ideal amount of profit per person. As such, prices will continue to increase forever until the government is unable to pay for education.

Other things that are fairly inelastic are fuel costs. But at the very least in the case of gasoline, when it is too expensive, people choose to take public transportation to save money, or the opt for cars with better gas mileage moreso than they would otherwise. Almost never do you ever hear someone say, "maybe I shouldn't go to college."

You get rewarded for doing a bit of research and selecting a small school with disproportionately large weight in its field instead of picking DUDE BIG STATE SCHOOL FOOTBALL SORORITY SLUTS LMAO. My school barely cracks top 100 nationally in the US News and Report college rankings, yet is top 5 by median ROI (for the record Harvey Mudd is #2, link related).
