Robert Mueller, who as U.S. Attorney headed the Noriega (a related Iran-Contra inquiry) and the BCCI investigations, found no evidence pointing to illegal behavior by George H.W. Bush. His subsequent investigation into Enron found no wrong doing by Enron. Mueller would later be called up to head the WTC Investigation
