Actually it's more like they're superior now. Ancient civilization wasn't well developed in Europe because Europeans used to have less IQ. The cultivation of agriculture is actually what created higher white IQs. The feudal system raised IQs in some ways.
Let me explain : Agricultural innovation led to a population boom in Europe, though it also led to periods of mass starvation as a result of the increased population. This in turn led to evolution of modern higher IQs. So basically this is how it works : You take a population and increase it to the point where you can barely sustain it. Then you have good and bad years for agriculture. The bad years actually kill off the stupid people, on a bad year Europe lost 30% of it's population to starvation. You repeat this process over centuries and you have a much higher mean IQ.
I could go into more detail but basically anyone that is anywhere where it is hard to survive has an increased IQ (if they were agricultural people) or psychical abilities (if they were hunter-gatherers). The difference is my dear Argentinian is South America has plentiful food so your more selected for physical competition because you had to fight each other for resources rather than stockpile existing more finite ones.
