Every month, the top scoring immigrants are admitted until the maximum is reached. The lower scoring (but still above minimum) potential immigrants of that month are rolled over into the next month's queue. Depending on the scores of future applicants they may still get a chance to immigrate.

The limit and minimum score could always be adjusted to serve current needs.

I don’t believe non citizens should be in the military for security. A lot of Mexicans join the military and I don’t have as much a issue with them but a lot of countries which I consider our enemy or at least a hostile competitor shouldn’t be able to join our military unless they are already citizens it should just be the same rule across the board. I know we allow this now and those that have served should automatically be citizens after honorable discharge, but I would get rid of it in the future.
