I have a CSB about Katrina that never hit the news.

In Mobile, AL, the local cops had to shoot at federal officers who were trying to use the sole radio tower that was functioning and sending out radio information for the people in regards to food and water and such. The feds backed off since they were just warning shots and didnt want to risk a gun fight. Supposedly, the feds later simply reported that tower as non functional.
