I read that many SS soldiers were shit and it would be better if resources went to Wehrmacht instead, is it true?

Depended on the division. The foreign SS legions were very successful for the most part.

The German Waffen-SS had ups and downs, sometimes it was very successful, sometimes yeah, they really should have left it to the Wehrmacht.

Towards the middle and end of the war the bulk of the SS was made up of conscripts from all over Europe as well as volunteers.

The pretty high standards set prior to the war were gradually lowered (height, eyesight, criminal record, etc)

So as you can imagine different SS divisions gradually lost most od their soldiers, or formed entirely new regiments composed of people conscripted from all over Europe.

This had an impact on combat effectiveness no doubt.
