The 2008 GFC was due to the Clinton agenda in the mid 90's which began pushing banks to lend to minorities who previously wouldn't qualify as credit worthy due to their risk of default. Corporates were pressed by politicians to issue mortgages or give loans to people who normally wouldn't qualify.
This combined with the federal reserves easy monetary policy post-1999 facilitated the inflation of the US housing bubble. Advanced financial products and derivatives were a part of the problem but the fundamental issue that underpinned it all was government intervention into banks lending practices in the name of racial and social equality. It was a gimmick to get the democrats reelected; how do you make poor people feel rich? Make sure they get an easy loan for a bigger house.

Historically borrowers have always tried to borrow as much as they can, even if they can't pay, so it's been up to the lenders to show restraint. When lenders don't show restraint, thanks to government intervention, the perverse incentives cause negative externalities.
