Perhaps legally but I personally find it distasteful. Women can wear hats in church FFS. Women regularly wear skin tight clothing and reveal cleavage and more often than not doesn't cover shoulders (more common than not in summer attire) I mean most men wear at least a t-shirt that covers a lot more. Women get away with so much shit that it's time to stop.

No one needs to see your camel toe or the edges of your anus or your poking nipples or your breasts at all.
