Why does this term get thrown around so loosely? Surely not everyone is a Fascist. Do people just use this as a way of discrediting others words and opinions? What makes a true Fascist?

It's simply an epithet that leftys throw around. Everyone to the right of them is a fascists. Everything that the government does by the hand of a right winger that they disagree with is fascist. Even when a right winger uses government to do something that they agree with, it's now inherently fascists.
Same thing happened during the Bush era.

Ask them for a definition of fascism. They will dodge the question and throw you an example instead. "It's like Hitler". That's not a definition.

Lefties can't win based on the merits of their argument alone, so they use terms like fascist, Nazi and racist as means of soft censorship. Think of how many people used to STFU at the threat of being labeled a racist. This method has lost its effectiveness though, because reality is piling up and they've overplayed that card many dozens of times over.
