Can blacks be based?

There are decent, upstanding blacks that I admire such as Thomas Sowell and Larry Elder. Problem is I live in a large coastal city where 6/10 blacks I encounter barely seem civilized. And although I feel bad for the blacks who don't act like niggers, I've become uninterested in the plight of the black man because of the nonstop whining. Hopefully they will one day change their culture and stop acting like victims. They're the only ones keeping themselves down.
