A proper eugenics program would nearly eliminate black people entirely. Blacks have already lost the genetic intelligence battle so thoroughly trying to improve that now is nearly pointless. The best we can hope for is sterilization. More realistic would be pushing a better welfare program that focuses on having them produce as much as they can even with the genetic issues.
