I think it goes further than virtue signaling, it's just pushing for new tech and new designs that can move the economy faster since millenials won't buy dirty cars. And being new tech (at best, or new designs at worst), it can also be overpriced, which is win-win for the capital.

They are doing this shit just so they can say in 20 years: "Look goys we have clean air n shiiit because of government. There wouldn´t be any clean air without us."
The german postal service (wich is private) is already using electric transporters to deliver packages. Taxis are using Priuses to dirve around. By 2040 there will be no need to ban diesel and petrol cars because alternatives will be competitive by then. As technology progresses and we get richer we can afford to live a cleaner live. First you feed yourself then you can move on to other things.
